Why ecosystem positioning matters in personalised medicine

The PRECISEU call provides EU funding opportunities for organisations active in personalised medicine. Unlike traditional funding programmes, the focus is not on individual R&D projects, but on strengthening interregional innovation ecosystems across Europe.

What is PRECISEU about?

PRECISEU is an EU-funded initiative under the Regional Innovation Valleys framework, supporting interregional innovation projects in personalised medicine. Through cascade funding (FSTP), the call enables SMEs, start-ups and innovation actors to develop and scale solutions, particularly in areas such as:

  • Health Data (high-quality, interoperable data as the foundation for personalised care)
  • Advanced Therapies (ATMPs), including cell and gene-based approaches, as well as related diagnostics and medical technologies

Rather than financing individual R&D activities, the call aims to build and strengthen ecosystems that jointly develop, test, and scale innovative solutions across regions. This approach reflects a broader development in European funding policy: impact is no longer expected to result from technological excellence alone. Instead, value is created when innovation activities are embedded in coherent frameworks that consider governance, interoperability, skills, and long‑term sustainability from the outset.

The PRECISEU consortium brings together regional authorities and innovation actors from multiple European regions, supported by clusters, universities, research centres and networks. This broad-multi-actor structure reflects the ecosystem-driven approach of the call and reinforces its focus on interregional collaboration.

The call targets organisations from participating regions including Baden-Württemberg, Catalonia, Emilia-Romagna, Lazio, Crete, Lithuania, North-Eastern Romania, Castilla-La Mancha and Ireland. Projects must be developed as interregional consortia across these regions.

Why does this matter?

Many regions in Europe already have strong capabilities in life science, data-driven healthcare and clinical innovation. In our work across health innovation, we see a recurring pattern: strong research results and promising pilots exist but scaling and implementation remain slow or fragmented. Typical barriers include unclear responsibilities between actors, insufficient coordination across regions, or missing links between innovation activities and policy objectives.

PRECISEU directly addresses these challenges by supporting initiatives that focus on structural and ecosystem‑level solutions. The emphasis lies on enabling collaboration, developing shared approaches, and reducing friction at the interfaces between research, market uptake, and policy.

For organisations aiming to scale innovations beyond regional pilots, the call provides a platform to:

The focus is therefore less on classic project funding and more on strategic positioning, collaboration, and implementation capacity.

Initiatives like PRECISEU should not be understood primarily as a source of project funding. Their real value lies in positioning organisations within emerging European innovation ecosystems. Early engagement allows organisations to connect with relevant stakeholders and reduce risks when moving from development towards deployment.

At the same time, successful involvement requires careful preparation. In our experience, organisations benefit most when they clearly understand the system‑level challenge their innovation addresses, work with complementary partners, and align their activities with policy objectives and market relevance.
